But I found it all too often staying on the surface and focusing on the need for teachers to feel they can affect learning rather than for giving teachers the actual power to affect learning. It's not so important that teachers feel they have collective efficacy. It's important to afford them efficacy--i.e. power to change things--and provide the opportunities to work collectively to do so.
